The Dole Legacy: Leadership in the U.S. Senate
The oral histories provided here cover the entirety of Senator Dole’s career. Details about his early and war years as well as his four national campaigns have been well-recorded in other writings. To complement these, the focus of these oral history interviews is on Dole's leadership style (particularly as Senate Finance Chairman and Republican Senate Leader) and on his principal legislative accomplishments.Project Background
This phase of the Dole Institute Oral History Project was conducted from 2007-2009. It was conceived of and planned by Dole Institute Director Bill Lacy, in collaboration with Dole Institute Senior Archivist Jean Bischoff.
The primary goal of this phase was to document his leadership style, with an emphasis on issues and legislation during the Senate years (1968-1996) on which Senator Dole's impact was critical and which had an effect on the national political landscape.
Interviews were conducted by Principal Historian Richard Norton Smith and Project Manager and Historian Brien R. Williams. Interviewees include Senator Dole, Senate and House colleagues, key staffers and aides, high-ranking campaign personnel, and others critical to Senator Dole's political activities.

Senator Howard H. Baker, Jr.

Robert L. Downen
Robert L. Downen, native Kansan, was a Legislative Aide on Senator Dole’s personal staff from 1973 to 1979, handling both domestic and foreign policy issues. His 40-year professional career in Washington, DC, included service with the U.S. Department of State, the Center for Strategic and International Studies (CSIS), and several political consulting firms. He retired from government service in 2013.

Senator George McGovern
In 1961, President John F. Kennedy appointed McGovern as the first director of the Food for Peace program, marking the start of McGovern’s work to help people suffering from malnourishment across the world. McGovern reached across the aisle in Washington to gain bipartisan support for several pieces of legislation to fund programs still prominent today. Dole was involved with many of the programs initiated by McGovern, including the restructuring of the Food Stamp program, the World Food Programme, and the U.N. Food and Agriculture Organization. McGovern served as a U.S Representative (1957-1961) and U.S. Senator (1963-1981) from South Dakota. He was also the Democratic nominee for President in 1972.

Simpson served as a U.S. Senator from Wyoming (1979-1997). He also served as Majority/Minority Whip (1985-1995). He recently served as Chairperson of the National Commission on Fiscal Responsibility and Reform with Senator Erskine Bowles.

Dr. Richard Norton Smith
Smith was a former speechwriter for Senator Dole. He is also a historian who has written many books on U.S. presidents. He has worked on updating many presidential libraries including the Ronald Reagan Presidential Library, Dwight. D. Eisenhower Center, and Gerald R. Ford Museum. He also served as Director of the Herbert Hoover Presidential Library and Museum. He was Director of the Dole Institute of Politics (2001-2003).
